How Council purchases, payments and refunds work. QUORUM60 is a digital service that may begin immediately after you start a Council. This policy preserves your statutory rights; specific consumer-law rights may vary by jurisdiction.
What you are buying
You are purchasing access to a digital decision-support service, priced in US dollars (USD) as a one-time purchase of a Council. There is no subscription and no automatic renewal.
Immediate digital performance
A Council is digital content/services that begins execution immediately when you choose to start it. Before your first purchase or before a Council begins, you acknowledge that performance may start right away and that, once it has begun at your request, your right to cancel that specific Council may be reduced or lost to the extent permitted by applicable law. Nothing in this policy removes rights you have under mandatory consumer law.
How a Council purchase is applied
- Your payment for a Council is secured when you convene the Council and is applied only once the Council delivers its decision.
- If a Council does not complete, your paid Council is automatically made available to run again at no additional charge — this is a restoration of your Council access, not a payment refund.
When we refund a payment
If a Council you paid for could not be delivered because of a QUORUM60 technical failure and could not be recovered (for example via resume), and your Council access for that purchase was not otherwise restored or used, you may request a refund of the payment for that purchase. Contact contact@halorex.com with your account email and the approximate date.
We distinguish a payment refund (money returned to your original payment method) from a restoration of Council access (your paid Council made available to run again). Where Council access has already been restored or released, we will not ordinarily provide duplicate compensation for the same event. This does not limit any refund, price reduction or other remedy required by applicable consumer law.
UK statutory consumer rights
For UK consumers, nothing in this policy affects your statutory rights under the Consumer Rights Act 2015. If a paid Council is not delivered as agreed, is materially incomplete, or does not conform to the contract, you may be entitled to remedies required by law. Depending on the circumstances, these may include repeat or corrective performance, a price reduction, or a refund. Nothing in these terms excludes or restricts any remedy that cannot lawfully be excluded or restricted.
Accidental duplicate charges
If you are charged more than once for the same purchase in error, contact us and we will refund the duplicate charge to your original payment method.
Promotional offers
Promotional offers (for example a complimentary first Council) are provided at our discretion, are shown separately, and are not refundable, transferable or exchangeable for cash.
A promotional or complimentary Council does not remove or reduce any statutory rights that cannot lawfully be excluded, including where a Council is faulty, materially incomplete or not delivered as agreed.
How refunds are made
Approved refunds are issued in the original payment currency to the original payment method via our payment processor. We do not offer cash alternatives.
